L’ONU décrie les politiques de répression du cannabis, tout comme le conseil de l'Europe qui préconise de dépénaliser au profit d’une politique de prévention de la consommation. En France, non seulement la politique de répression, pourtant inefficace, n’est pas du tout remise en question, mais elle s’intensifie, année après année.
